Senior Project Manager – Oil & Gas Transportation Infrastructure

Location: Houston, TX (Onsite) | Contract-to-Hire

Overview

Our client is seeking a Senior Project Manager with experience developing and managing pipeline, station, and terminal projects in the oil & gas industry. This role provides safe, compliant, reliable, and cost-effective project management through the Execution and Completion phases, carrying projects handed off from feasibility and development through to the finish line, with emphasis on construction delivery.

Responsibilities

  • Manage a portfolio of four to eight concurrent projects, assigned by complexity rather than dollar value.
  • Direct scoping, design, procurement, permitting, construction, inspection, and startup of terminal projects, including marine structures, tanks, truck racks, vapor recovery, rail, additive, piping, electrical, instrumentation and controls, and fire protection systems, with an emphasis on new construction at truck racks.
  • Manage implementation (design, engineering, permitting, purchasing/contracting, construction, startup, commissioning, and closeout) and produce current project status and cost forecast reports.
  • Evaluate and obtain approval for changes to scope, budget, and schedule, and complete required change documentation.
  • Lead and manage engineering and permitting firms on large, multi-discipline projects.
  • Plan and coordinate downtime, startup, and commissioning with Operations, Commercial, Transportation, the Control Center, and other departments.
  • Maintain a regular presence at project sites during active construction.
  • Develop punch lists and ensure completion of project documentation (as-builts, operating manuals, PMs, equipment tagging, device settings).
  • Lead Management of Change (MOC) and Pre-Startup Safety Review (PSSR) efforts.
  • Lead or facilitate meetings, and document and distribute minutes.
  • Provide SME input to regional and corporate support staff.

Required Qualifications

  • Bachelor's degree in engineering or a related technical discipline, or equivalent experience managing projects in the petroleum industry
  • 10+ years of project management experience in pipeline, station, and terminal projects
  • Experience in engineering, construction, and operations of pipeline, station, and terminal facilities
  • Ability to manage outside engineering and permitting firms
  • Excellent communication and analytical skills, and ability to work with stakeholders across Commercial, PMO, Controls, Scheduling, Safety, Construction Services, and regulatory teams
  • Valid driver's license
  • Willingness to travel 30% to 50%

Preferred Qualifications

  • Advanced Microsoft Project and/or Primavera experience
  • EIT certification, with PE license obtained or planned
  • PMI project management certification
  • NACE Level 2 or 3, CWI, or API 653 certification

Physical and Safety Requirements

Regular exposure to outdoor weather, heights above 5 feet, moving equipment, uneven terrain, and high noise. FRC/PPE required. Must be able to work safely near open water. Subject to DOT drug and alcohol regulations.

Pay rate: $60/hr on W2. This is a 6-month contract-to-hire position, onsite in Houston, TX. Candidates must be US Citizens or Green Card holders.
